TELEGRAM from the Governor of Hong Kong to the Secretary of
State for the Colonies.
Dated 6th November, 1929.

Your telegram 31st October Estimates. My telegram 5th
october Flying Club. Entry $ 300,000 in five years against
Head XIII (b) Sub-Head 6 on page 32 of 1930 Estimates is
misprinted and should appear against Sub-Head 5. Subsidy for
commercial aviation. Club will receive only single grant of
$60,000 additional to annual subsidy of $30,000. Flying Club proposal will follow general lines of Singapore Flying Club
with added proviso that Volunteer Defence Corps members shall
receive free instruction. Proposed Secretary Mr. Vaughan
Fowler, Manager of Far Eastern Aviation Co. Agent for Avro Avians, two of which would be used to start the Club. Composition of the General Committee and Ballot Committee is now under discussion and final arrangements will be forwarded as soon as completed. The question of increasing revenue has been engaging my attention. The Colony up to the present has been lightly taxed and fresh avenues are being explored to provide a larger income. Estimates of revenue framed on most conservative basis and I have little reason to doubt that they will in fact be considerably larger. The appropriation Ordinance was forwarded with my despatch 26th September No. 420.
